In difference to Melee Power Stance this actually give 10% of totally speed as a bonus where Melee Power Stance only give 0.2 presumably its only from base speed that is 1? With this in mind its actually nice perk given that you inventing in say movement, From my experience having around 4 movement cost less action points then using a movement skill, its worth a loot on rogues if you making one.
